I viewed a promotion for this CBC program, for the first time this evening on Hockey Night in Canada.

Forced? That does not seem too realistic to me. This is Canada (even decades ago), not the Soviet Union, Nazi Germany or the People's Republic of China.

Romans 13 and 1 Peter 2, present New Testament examples that Biblical Christians are to obey civil authorities, at least in the context of maintaining law and order. There is room for civil disobedience if this is required to maintain biblical Christianity.
A pastor or church leader being involved in crime to play 'Menno Cop' is not a biblical option.
