If the issue came down to the most reasonable FIFA World Cup host candidates surely Europe with all of its football stadiums and top leagues would be awarded most of the World Cups.

No doubt the awarding is political.

The United States, Brazil and Argentina also being viable candidates. The United States of course with many professional league and NCAA University stadiums and Brazil and Argentina major football leagues.

Even Canada would make more sense as a site than Qatar, hosting the 2015 FIFA Women's World Cup and with several new and renovated stadiums in the country.

With Qatar being awarded the 2022 FIFA World Cup. It will be the first Autumn-Winter World Cup due to the intense heat that would occur in the Spring-Summer in that time of the year.

Quite the political compromise.

Further, is FIFA (Fédération Internationale de Football Association) even necessary?

Could not UEFA (Union of European Football Associations) which is the most powerful football association by far featuring the most powerful and wealthy leagues, simply host the UEFA World Cup inviting nations that qualify from their own regional confederations/associations?

Perhaps the decentralization of football is needed?

On the other hand, perhaps UEFA would become as corrupt as FIFA?

But as it stands now, as UEFA is where most of  the football money is at, FIFA is not really necessary in my view.

It is a level of unnecessary, political bureaucracy.

Both FIFA and UEFA have headquarters in Switzerland.
